Once you enter the Work Pass area you will see to your left a Riot Guard. He is letting prisoners in and out of the work area. One of the prisoners, Shurik, approaches you. He can't help you get into the mines but has a favor to ask of you. Agree to help him.

You'll also see a door in the middle of the room which is keycoded. There is another door on the right side of the room, labeled Power Central, that is also keycoded. This is as far as you can go for now. So proceed back to do some of the side missions.
