"It is very important to have a blue print of your city before you even
start building it. If your imaginary city takes up a large area with separated &
segmented zones, you want to make sure they are zoned based on your
infrastructure needs spanning the entire map (not other way around).
Build a small city to power up your monthly income and start constructing your
infrastructure based on your blue print. You'll immediately notice that the
small city you initially built will not be able to fund such an extensive
infrastructure, let alone be the roads spanning across the map. Build small
sections at a time but make sure the best measures are taken. Take excessive
measures to cut down your monthly expense. Try the following:

1. Decrease city beautification funding to 0. Use *lots* of trees instead. I
pave the grass first, then the trees. The grass will look dried up in the
beginning, but you can always increase the funding later.
2. Make sure all the government bodies are not over funded.

wealth commercial see the rich have moved in, they will move in. When the rich
see more jobs, more of them will move in. At one point, high-tech will see rich
