This works for the X-box version but I'm not sure about the pc but if you want to steal stuff without getting caught or kill people or commit crimes without punishment than join the thieves guild and they tell you when you join that you can tell you about these members that remove bounties on your head at all thieves guild locations (except ald-ruhn and vivec). Then commit your crime, (if caught resist arrest) and go to remove your bounty at any of those locations and trust me on this, drop your gold in front of the person that will remove the bounty and ask him or her to remove the price on your head, they will ask you for half your bounty money to remove it and say yes and they will take care of your bounty and it will turn to zero and you won't lose any money or stolen goods and get away with killing and stealing and is very useful if you have a high bounty with little money-bpq
