"This game is hard to take control over, my first 5 or so cities were
complete failures. These are a few tips that pulled me out of the dark :- Apply
any ordinances that make you money;Do not repeal them ; Don't make deals or
apply ordinances that cost money ; ignore petitioners when either they want to
tear down moneymaking buildings or want you to lower taxes (moneymaking
buildings are things like Maximum Security prison or toxic waste conversion).
