Tobruk is a pretty detailed wargame. Supply, fatigue, morale, and units
quality are just some of the factors modeled in the game. The AI also
makes for a good opponent, keeping the game challenging.
While more of a change of venue and an incremental evolution of the series,
Tobruk 41 is another solid game in the Panzer Campaigns series. Wargamers
should be pleased with it, but the lack of a printed manual and a large degree
of complexity might make it tough for a newcomer to the genre. The game
does have an introductory scenario with a walkthrough of a few turns of gameplay,
but it serves more to familiarize veterans with the game's interface than to
integrate novices.

Might be a little tough for some players, but those who enjoyed Commandos or
have an interest in the Wild West will probably enjoy the game. Without a
multiplayer option or scenario editor, though, replay value is limited.
